Notice Content: LEGAL NOTICE
INVITATION TO BID
The Toledo Zoo is soliciting sealed proposals for the NATURES NEIGHBORHOOD PROJECT. The bid package includes all supervision, materials, labor, and equipment for construction of the Natures Neighborhood project Bid Package No. 4. Interior Finish Work, Electrical, and Mechanical work includes bid items for (1) Fencing (permanent fencing), (2) Asphalt Paving, (3) Irrigation Systems, (4) Landscape, (5) Artificial Rock, (6) General Trades, (7) Amphitheater Shade Structure, (8) Metal Studs, Gypsum Board, Insulation, & Ceilings, (9) Flooring (hard tile, resilient, epoxy, play surface flooring, stained concrete), (10) painting (interior & exterior), (11) Food Service equipment, (12) Plumbing (site gas, water services, stream filter system), (13) HVAC, and (14) Electrical. General Trades bid item includes site grading, site concrete, carpentry, cabinetry, green roof at goat bldg, doors, animal barriers at goat bldg, toilet partitions & accessories, solar tubes, misc specialties, exhibit construction, etc.
One set of the bidding documents may be obtained after 2:00 pm (noon) EST on July 1, 2008 from online planroom Project Village. Through an internet connection, log onto www.projectvillage.com/planroom. Use Project Access Code naturezoo. No document deposit is required. Additional bid sets can be obtained at bidder's expense. Bid documents may also be reviewed at Bostleman Corp.'s Office and the Toledo Zoo Construction Office during regular business hours. Contact Andy Rippke at 419-724-7133 with any questions.
A mandatory pre-bid meeting will be conducted commencing at 11:00 am EST on Thursday July 10, 2008. Bidders will meet in the Toledo Zoo's Indoor Theater. Bidders shall park in the Zoo's Main Parking Lot (please tell the parking attendant you are attending the pre-bid meeting) and go to the Zoo's Indoor Theater (please tell the ticket booth attendant you are attending the pre-bid meeting). A site tour will follow and be part of the pre-bid meeting. No proposal will be accepted by the Toledo Zoo from a contractor not in attendance at the pre-bid meeting. Confirmed attendance shall be considered a signature from the representative of the bidding contractor on the official pre-bid "sign in sheet".
Sealed bids will be received at The Toledo Zoo's Construction Office (1717 Spencer Street, Toledo, Ohio 43609) until 2:00 pm EST on Thursday, July 24, 2008 and publicly opened immediately following in the Toledo Zoo's Visitor's Conference Room. Bids will be accepted only on the bid package forms provided and only if the bids are received on or before the bid time stated. The official bid clock will be the clock located within the Toledo Zoo's Construction Office. A certified check, cashier's check, or a letter of credit, in the amount of ten percent (10%) of the bid amount, or a bid bond in accordance with all applicable sections of the Ohio Revised Code is required. Particular attention should be given to Ohio Revised Code Section 307.88, 153.54, 153.57, and 153.571. If your proposal is accompanied by a certified check, cashier's check, or a letter of credit, a performance and payment bond for 100% of your bid proposal will be required.
Minimum Wage Rates, Prevailing Wage Rates, and Equal Employment Opportunity laws of the United States and the State of Ohio are applicable to all bids received for this project.
Bidders are cautioned that some of the work must be performed in surroundings traversed by Zoo visitors. Particular attention should be given the provisions of Section 01015 - Contractor's Use of Premises and Quality Assurances, in compiling bids.
Bids are subject to the terms and conditions of the Bidding Documents and the terms and conditions are hereby incorporated into the Invitation to Bid the same as if written in full herein. The Owner may reject any and all bids on any basis and without disclosure of a reason. The Owner may waive any informality in the bidding to the extent permitted by law, or accept the bid which is the "lowest and best" and which embraces such combination of alternates as may promote the best interests of the Owner. Such actions taken by the Owner shall not result in accrual of any right, claim, or cause of action by any unsuccessful bidder against The Toledo Zoo, the Board of Lucas County Commissioners, Construction Manager, or Consultants under contract to The Toledo Zoo who prepared the specifications and drawings.
