U.S. Sen. Sherrod Brown, D-Ohio, Rep. George Miller, D-Calif., chairman of the U.S. House Education and Labor Committee and Rep. John McHugh, R-N.Y., introduced legislation at the end of last month that would modify the law known as the Worker Adjustment and Retraining Notification Act, which requires employers to notify workers and communities of mass layoffs or plant closings.
